City of Mesa Office of Economic Development (OED)


The OED team works to enhance Mesa's economy, creating quality jobs, increasing per capita income and improving the quality of life for residents. Economic Development staff promotes Mesa as a premier location for business, targeting key industries that provide high wage jobs.  

The OED is the primary point for businesses, site selectors and community stakeholders to obtain technical expertise and support services necessary to properly evaluate the business opportunities in Mesa, Arizona.

Staff members provide unique assistance at the municipal level, acting as facilitators between the client and city, state agencies, private and public sector, academia, and more. Economic Development Staff provide clients clarification and support for permitting, incentives and tax-related issues. It is the intent of the team to craft business-driven strategies that enhance workforce and business development throughout Mesa and the region.


The OED is Mesa's lead agency for economic development. We envision building a better Mesa that offers:

  • A diverse and sustainable economy that features a balance of base industries that creates high quality jobs;
  • An educated workforce employed in jobs that pay above the county average wage with benefits;
  • A city with leadership that supports a regional approach to economic development;
  • A partnership of government and industry that considers next generation technologies and products as economic opportunities; and
  • Business people who see Mesa as their home and the world as their marketplace.

The OED implements its strategies through an integrated approach, utilizing internal and external stakeholders, public and private partnerships and industry networks. The OED cannot accomplish its mission alone. There is always a team approach. Staff priorities are guided by Mesa's industries of opportunity: Healthcare; Education; Aerospace; and Tourism and Technology (HEAT). Staff members are dedicated to developing expertise in Mesa's industries of opportunity and work as a team on all projects integrating expertise and knowledge of Mesa's diverse geographic, economic, and demographic makeup for a more efficient and holistic approach.
