Step 1: Determine Required Planning Approvals

Before starting your project, contact Planning to see if it is allowed in your zoning area or if you need additional approval.

Step 2: Understand Construction Permit Requirements

You need a construction permit for:

  • Additions
  • Interior structural, electrical, mechanical, or plumbing modifications
  • Installing or modifying electrical, plumbing, or mechanical systems
  • Fire damage repairs
  • Converting non-livable space to livable space
  • Carport or patio enclosure
  • Building detached structure over 200 square feet
  • Demolition of a structure
  • Constructing or filling-in an inground swimming pool
  • Manufactured home sets

You do not need a permit for:

  • Painting
  • Updating countertops
  • Replacing flooring

The City of Mesa currently uses the following technical codes: 2018 IBC, 2018 IRC, 2018 IFC, 2018 IPC, 2017 NEC, 2018 IMC, 2018 IFGC, 2018 IEBC, 2018 IECC, 2018 ISPSC, ADA 2009, ICC A117.1, 2019 NFPA 13, 2019 NFPA 72.

Flood Zone Alert

If your property is in a flood zone, you must get approval from the Maricopa County Flood Control District before applying for a Mesa construction permit. Verify Requirements

 

Step 3: Determine If You Need a Licensed Contractor

Review the Arizona Registrar of Contractors' guidelines to see if your project needs a licensed contractor. Owner-occupied projects may not require a licensed contractor. Verify Requirements

 

Step 4: Prepare Required Documents and Apply for a Permit

Gather all necessary documents based on your project type


New Residential Home Construction
:

  • Contractor Licensure Verification Form(PDF, 80KB)
  • Fully dimensioned site plan
  • Code data sheet with scope of work
  • Architectural, structural, and engineer sealed drawings
  • Grading, drainage, and utilities plan (if applicable)
  • Electrical, plumbing, and mechanical plans

Accuracy Alert: Applicants are responsible for the accuracy and completeness of all information submitted. Permit acceptance and status emails will be sent from the DIMES system.

 

Step 5: Permit Under Review

Review Process
Staff will review your plans to ensure minimum standards and codes are met.

  • You will receive written comments or approval within 10 working days. Working days are Monday through Thursday, excluding holidays.
  • An expedited review (5 working days) is available for an additional fee.

Revisions Required
You will receive a system generated email if new information is required to approve your plans.

Upload New Plans
Resubmit revised plan documents for review.

Second and third reviews adhere to the same timeline as the first review.

 

Step 6: Pay Fees and Obtain Permit

Check Holds
In the DIMES permit record, check for holds and meet task requirements.

Pay Fees
Once your permit is approved, you will receive a fees due email. Fees(PDF, 1MB) are based on your estimated construction costs. Full payment is required to issue the permit.

Obtain Your Permit
You will be notified through email when your permit is ready to issue. Contact Permit Services to obtain your permit.

Print Approved Plans
Log into the DIMES portal and print a copy of your approved plans.

 

Step 7: Construction Inspections and Permit Completion

Keep Approved Plans On-Site
Always have a printed copy of the approved plans available to the building inspector during inspections.

Set Up Inspections
Schedule your construction inspections online, by phone, or via text.

Inspection Hours
Monday - Friday
6:30 am to 5:00 pm

Permit Completion
Complete all required inspections, conditions, and holds to finalize your permit. A certificate will be automatically generated upon completion.

Permit Expiration
Permits are valid for 180 days, after the permit is issued. If necessary, call the permit office at 480-644-4273 before the permit expires if you need to renew or extend the permit
