The Real Estate Services Division is responsible for buying, selling, and managing Mesa owned properties. There are several distinct services that we provide:

  • Right-of-way Acquisition
  • Property Management
  • Leasing and Management of City-owned properties

Abandon an Easement Guidelines

1. Complete the Abandonment Application

  • Required inclusions:
    • Check payable to the City of Mesa in the amount of $500.00 for single family residential property (does not include subdivisions or residentially zoned land) or in the amount of $750.00 for all other properties. This fee is non-refundable.
    • Drawing/map and legal description of the area to be abandoned.

2. Mail the the completed application, check, drawing/map and legal description to:

3. Real Estate Services will solicit approval from City departments, as well as utility companies (Centurylink, SRP, Cable and Gas Companies, etc.) that may be affected by the abandonment of the easement. Applicant will be notified of any denials or stipulations to the abandonment request.

The process to abandon an easement normally takes eight (8) to ten (10) weeks to complete after the application has been submitted.

4. Real Estate Services will submit the request to abandon the easement for City Council authorization.

Abandon Street Right-of-Way Guidelines

  • Required inclusions:
    • Check payable to the City of Mesa for the non-refundable fee in the amount of:
      • $500 (plus the value of land*) for single-family residential property or;
      • $750 (plus the value of land*) for all other properties.
    • Drawing/map and legal description of the area to be abandoned.
    • Petition to Abandon Right-of-Way signed by property owners affected by the request to abandon the street right-of-way.

2. Mail the the completed application and inclusions to:

3. Real Estate Services will solicit the approval from City departments, as well as utility companies (Centurylink, SRP, Cable and Gas Companies, etc.) that may be affected by the abandonment of the street right-of-way. Applicant will be notified of any denials or stipulations to the abandonment request.

4. Public Utilities and Facilities Easements will be retained over abandoned street right-of-way where public utilities exist or are planned, and where ingress and egress is necessary to maintain those utilities.

5. Real Estate Services will submit the request to abandon the street right-of-way for City Council authorization.

6. The process to abandon street right-of-way normally takes eight (8) to twelve (12) weeks to complete after the applicant has submitted the Abandonment Application to Real Estate Services.

7. Street right-of-way that has been abandoned is returned to the land from which it originally came in accordance with Arizona Revised Statute, Section 28-7205.

*Per Mesa City Code 9-10-1 to 9-10-5 and City of Mesa Schedule of Fees and Charges- Engineering, the value of the abandoned land must be paid to the City of Mesa. This is normally paid at the end of the abandonment process.
