What does the Office of Urban Transformation do?
The Urban Transformation Office focuses on redevelopment and adaptive reuse in Mesa. We identify redevelopment opportunities by proactively engaging property owners and then connect brokers and developers to sites that are primed for investment.

What types of incentives are available?
Incentives vary based on location and project type. The most impactful incentive available is a GPLET (Government Property Excise Lease Tax) agreement which establishes an 8-year tax abatement for qualifying properties within the designated redevelopment areas. What is adaptive reuse, and how does your office support it?
Adaptive reuse is the process of repurposing existing buildings for new uses. Our office helps developers identify properties with potential for adaptive reuse and provides guidance on how to make these projects successful using the IBC Existing Building Code and land use tools that acknowledge the challenges of bringing existing buildings or challenging infill parcels to code.
