Employee Assistance Program
We contract with ComPsych to provide our Employee Assistance Program (EAP). EAP provides counseling on a confidential basis for matters that interfere with work or home life. All clinicians are trained and experienced in EAP issues, licensed in the state and are fully insured.
The program provides short-term counseling and referral services for up to eight in-person or telephonic visits per person, per issue, per plan year and up to 36 visits per person, per year for public safety personnel involved in traumatic events in the line of duty, at no charge to the employee and dependents. Referrals to professionals and treatment sources are available for ongoing or specialized therapy in your area.
The EAP programs differ from your Cigna mental health benefits through medical insurance as it is available to all employees and their dependents and is a short-term assistance program for issues requiring a minimal number of sessions. ComPysch is also available to retirees and their dependents for (18) months after their retirement date. The medical insurance mental health benefits are only available to those who are covered under one of the Mesa medical plans.
ComPsych is completely confidential. The release of information is only provided with the written consent of the client (employee or dependent using the program). The release of information may be given only if required by law (e.g., suspected child abuse).

Confidential Counseling (someone to talk to)
This no-cost counseling service helps you address stress, relationship and other personal issues you and your family may face. It is staffed by Guidance Consultants who are highly trained master’s and doctoral level clinicians who will listen to your concerns and quickly refer you to in-person counseling and other resources for:
- Stress
- Anxiety and depression
- Job pressures
- Relationship/marital conflicts
- Grief and loss
- Problems with children
- Substance abuse
Benefits for extended behavioral health care are available to individuals enrolled in one of the Mesa Medical Plans. No EAP or PCP referrals are required.

How does a supervisor initiate a formal referral process?
- The department Supervisor becomes aware of an employee who has an issue that is impacting his/her successful employment with the City.
- The department Supervisor/Department Contact contacts Human Resources to notify the assigned HR Analyst of the situation.
- The department Supervisor calls ComPsych at 866-519-7415, identifies him/herself as a department Supervisor with Mesa, and asks to make a formal referral.
- ComPsych will assign a Formal Referral Specialist to the case. The Formal Referral Specialist will discuss the referral and provide an ROI (Release of Information) form if applicable. The Formal Referral Specialist will also establish a time-frame for communication with the employee.
- The department Supervisor completes the ROI form and provides it to the employee who will then have his/her signature on the form, witnessed by someone other than the department Supervisor who is referring the employee.
- The employee is responsible for contacting ComPsych to set up an appointment with a counselor within the period of time established by Human Resources or the department Supervisor. At the discretion of the department Supervisor, Human Resources contacts ComPsych, schedules an appointment, and notifies the employee. If requested by Human Resources or the department Supervisor, ComPsych can make the outreach call to the employee to schedule.
- ComPsych follows up with the department Supervisor to provide verification of the employee’s participation in appointments and treatment.
- If requested by the HR or Manager, the Formal Referral Specialist will follow up with HR/Manager after the initial assessment to confirm whether, based on the initial assessment, the client posed an imminent threat to the safety of self or others at the time of the assessment. If this is the case, the Formal Referral Specialist will locate an emergency same day counseling appointment for the employee. The Formal Referral Specialist will include this information in the initial treatment recommendations letter that is sent back to the Supervisor/Department Contact who initiated the formal referral.
