Below are details about environmental requirements for all projects and construction within Mesa incorporated areas.

Dust and Stormwater Requirements

Environmental Requirements for Construction Activities in Mesa manual(PDF, 350KB) - Technical guidance to developers, property owners, engineers, contractors and others involved with construction activities as a means to comply with the Particulate Sources and Storm Water Pollution Control ordinances.

  • We request information regarding the area of soil/land disturbance for each permit issued; and, under certain circumstances, require the submittal of erosion and sediment control plans as part of the plan review process.   • The Requirements Fact Sheet(PDF, 94KB) is designed to provide guidance on determining a project’s land disturbance area, potential to release pollutants to Mesa’s storm sewer system, and inclusion as a common plan of development or sale.

Flood Control District of Maricopa County (FCDMC) Drainage Design Manual Erosion Control manual (November 2018) - Details pertaining to best management practices and applies to all Mesa projects under contract to the Engineering Department or other city department and/or installed on any city property; including, public right-of-way areas (e.g. city owned and operated streets, catch basins, scuppers, etc.). Amendments to the FCDMC manual have been incorporated in the Mesa City Code.

Mesa construction projects are those projects conducted by us and under contract to the Engineering Department or another department. The following elements are required for Mesa construction projects and contractors shall be aware of these requirements prior to submitting bids.

  •  Storm Water Pollution Prevention Plan Review of Content Form(PDF, 200KB)  - To be used by contractors when developing their SWPPP for City projects and will be used by the City for evaluating the contractor’s SWPPP submittal. The form provides for a specific format that contractors must follow in developing their SWPPP. SWPPPs not submitted in the required format will not be reviewed or approved and will be returned to the contactor for revision.

  • Mesa Co-Permittee Operator Responsibility Statement(PDF, 113KB) - Mesa and the contractor(s) both meet the definition of an “operator” as defined in the Arizona Department of Environmental Quality Construction General Permit (ADEQ CGP) and are therefore co-permittees. This statement details Mesa and contractor responsibilities as it pertains to the compliance with the terms of the ADEQ CGP. Contractors conducting work on Mesa projects that requires coverage under the ADEQ CGP shall have read and understood the information provided in this statement prior to submitting a bid for these projects.
