Mesa operates without regard to race, color, or national origin in accordance with the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related statutes and regulations. Title VI of the Civil Rights Act requires that no person in the United States shall be excluded from participation in, be denied the benefits of or otherwise be subjected to discrimination under any city program or activity, on the grounds of race, color, or national origin. We strive to ensure nondiscrimination in all of its programs and activities, whether those programs and activities are federally funded or not. To help ensure access to city programs, services and activities, we will provide translations, will reasonably modify policies and procedures and will provide auxiliary aids or alternative formats to persons with disabilities. As a sub recipient of federal funding, The City of Mesa is responsible for initiating and monitoring Title VI activities, preparing required reports, and other responsibilities as required by the U.S. Department of Justice per 28 Code of Federal Regulations (CFR) § 42.401 et seq. and 28 CFR § 50.3.

FHWA Title VI Complaint Process
These procedures apply to all complaints filed under Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 as they relate to any Federal Highway Administration program or activity administered by the City of Mesa, its sub recipients, consultants and contractors. In addition to these procedures, complaints reserve the right to file formal complaints with other state or federal agencies or take legal action for complaints alleging discrimination.
Required Procedures for FHWA Title VI Complaints filed against the City of Mesa.
- The complaint must be filed within 180 days of the alleged discrimination and include the date the alleged discrimination became known to the complainant or the last date of the incident.
- Title VI complaints against the City of Mesa in FHWA-funded programs will be referred to ADOT Civil Rights Office within 72 hours for processing and investigation. ADOT CRO's processing of the complaint will follow ADOT complaint processing procedures as per ADOT's FHWA Title VI Implementation Plan (link).
- The complainant may also file a discrimination related complaint on an FHWA program or activity directly with ADOT or with the Federal Highway Administration by contacting the agencies at:

VOCA Title VI Complaint Process
City of Mesa provides programs and services supported by Victims of Crime Act (VOCA) federal grant funding. The City of Mesa does not discriminate on the basis of race, color, religion, national origin, income status, sex, age or disability in the delivery of these services. Program participants/beneficiaries, employees or potential employees may file a discrimination complaint with the City of Mesa using the Tile VI Complaint form.
Complaints may also be filed directly with the Office for Civil Rights (OCR), the Arizona Department of Public Safety (DPS) and the U.S. Department of Justice (DOJ).
