Legal Sale & Use

Under Arizona law, firework use is permitted on 27 days of the year, around specified holidays. In the City of Mesa, the use, discharge, or ignition of legally Permissible Consumer Fireworks(PDF, 490KB) is limited to private property, with the property owner’s permission. Use, discharge, or ignition is prohibited in all public parks, public retention basins, and public facilities.

The sale and use of permissible fireworks is limited to:

(July 4 from 11 PM to 1 AM July 5)

December 10 - January 3

December 26 - January 4 from 8 AM to 11 PM
(December 31 from 11 PM to 1 AM January 1)

Two days before the first day of Diwali
though the third day of Diwali each year.

What types of fireworks are allowable? 

Permissible Consumer Fireworks

  • Sparklers
  • Smoke devices
  • Novelties
  • Ground sparkling devices
  • Sparkling wheel devices
  • Ground based sparklers
  • Sales of novelty items such as snappers (pop-its), party poppers, glow worms, snakes, toy smoke devices, and sparklers are permitted at all times.

Prohibited Consumer Fireworks

ALL aerial and exploding fireworks are illegal in Arizona and subject to confiscation or citation. Examples include: 

  • Sky rockets/bottle rockets
  • Firecrackers
  • Reloadable shell device/Roman candles
  • Aerials
  • Single tube device
  • Sky lanterns are illegal in Mesa

Pursuant to A.R.S. 36-1609, a person shall not sell, or permit, or authorize the sale of Arizona permissible consumer fireworks to a person who is under 16 years of age. Legal Notice Signage(PDF, 45KB)

General Safety

  • All fireworks are dangerous and we all play a role in safety. With our hot, dry and windy weather in Mesa, the Mesa Fire and Medical Department urges you to please be especially careful with permissible consumer fireworks. It’s best to leave fireworks displays to the professionals! 

  • Use only on private property with the owner’s permission.

  • Fireworks are not allowed in public parks, retention basins or other public facilities.

  • Light fireworks away from brush, leaves and combustible materials.

  • Always have a bucket of water and or a fire extinguisher nearby.

  • Dispose of all fireworks, including unexploded fireworks, into a bucket of water.

  • Maintain adult supervision of children around fireworks at all times!

  • Sparklers can heat up to 1,200 degrees! Be extra careful!

  • Avoid accidents and injuries by standing several feet away from lit fireworks and never pick up an unexploded firework.

  • Fireworks lights and noise can be very dangerous for pets. Keep them safe and secure...they count on you!

  • Although we are seeing a decrease in incidents involving fireworks in Mesa during the year, incidents on July 4 remain high.

Pet Safety

Pets can become highly distressed by the noise, lights and commotion involved with fireworks. During times when fireworks may be used, pet owners are encouraged to follow these tips:

  • Make sure your pets are wearing identification tags or have current microchip with current information, so an owner can be contacted if the animal does escape. This includes current licenses for dogs.
  • Do not take your pets with you to any outdoor activity where there will be fireworks.

  • Leave your pets inside your home with the television or radio on to help cover noise from fireworks. Close the blinds so bright flashing lights do not alarm your pets. Crate your pets if they are used to being in a crate.

  • Never leave your pets in the car; they could suffer serious health effects, including death, within a few short minutes of being left in a hot car. Partially opened windows do not provide sufficient air but do provide an opportunity for your pet or vehicle to be stolen.
  • If your pet escapes, contact Maricopa County Animal Care and Control at 602-506-7387 for shelter locations and hours.
  • If you find a lost pet, call Mesa Animal Control at 480-644-2268 to request pickup.
