Effective 01-01-2025, The City of Mesa Housing Authority (MHA) is required to implement Small Area Fair Market Rent (SAFMR) payment standards for applicant and participant families in the Housing Choice Voucher Program. SAFMRs are FMRs calculated at the ZIP code level rather than for the entire metropolitan area. SAFMRs allow Public Housing Authorities (PHAs) to establish payment standards that more accurately reflect the local market, and which can be helpful in providing voucher holders greater access to low-poverty and/or high-opportunity neighborhoods
