Electric Utility Design & Construction Standards
Mesa Electric Utility encourages new customers to engage in discussions with the Energy Resources Business Development and Electrical Engineering teams as soon as practical to discuss projects and determine costs and challenges associated with the addition or modification of an electric service. Note: this solely applies to customers in Mesa’s electric service territory and NOT to SRP electric customers.
Most work of this nature will require a building permit. Please contact Development Services to learn when a permit is required and how to apply. Electrical service modifications typically require that the parties enter into facilities agreements which include labor/material fee payments to the City. Costs and fees for which the developer is responsible may include off-site infrastructure.
Service Modification, Replacement or Upgrades
Service modifications will follow a very similar process to new electrical services. It is strongly encouraged to meet with a member of the city's Electrical Engineering team to review existing conditions prior to beginning the project. This ensures that all parties are in agreement prior to work beginning. A property with no existing service(s) will typically be treated as new electrical construction.
This is especially important when dealing with an existing service, because the way it was originally installed and the existing location may not meet current codes and industry standards. Please do not assume that an installation which was accepted as an existing condition in the past will be acceptable as a replacement or modification ("like for like").
Design Standards
For overhead electrical service design, we generally adhere to Mesa’s internal O-3000 electric service specification(PDF, 593KB). Exceptions to the specification may be made at our sole discretion only with approval from a Senior Electrical Engineer and the Electric System Superintendent.
Underground secondary design and all primary design shall adhere to National Electrical Safety Code standards and the Mesa standards in its sole discretion.
