Response Submission

We only accept electronic submissions for bids.

Please read the entire bid package and all attachments before submitting a Bid. Bids must be in accordance with the provisions, specifications and instructions set forth in the RFQ. Bids will be accepted until the date and time the Bids are due.

  • Bids must be submitted as an unencrypted PDF attachment with a maximum file size of 20 MB. Please ensure that your email is smaller than this before sending. Submitted bids that are unable to be opened by City staff will not be considered for award.

  • Bidders may request a single opportunity to verify that a test email and attachment are received and can be opened by staff. Test emails must to be sent to EngineeringBids@mesaaz.gov. We do not retrieve documents from file storage systems or clouds such as Google Drive, Dropbox, etc. Bids submitted via a link to a cloud server will be regarded as non-responsive.

  • Email SUBJECT line must include the Project Number/Name and Due Date/Time.

Bids received after the due date and time shall not be considered for award. Upon submission of a Bid, a confirmation email will be sent. If no email is received, please contact the City (contact listed in the Bid Document) to verify receipt.

ARC Document Solutions
ARC Document Solutions produces plans and specifications for projects out for bid. Plans and specifications are available to be purchased online.

Contractors can access plans online by clicking on “Go” for the Public Planroom without having to log in. NOTE: In order to be placed on the Plan Holders List and to receive notifications and updates regarding bids (such as addenda) during the bidding period, an order must be placed.

Questions or Concerns

Engineering will investigate all questions submitted regarding opportunities listed below. If the answer is not already in the bidding documents/RFQs an addendum will be issued. If the question is NOT answered via an addendum the answer can be found in the bidding documents/RFQs.

The Protest Policy is in Procurement Rules(PDF, 492KB) , Article 6. Protest, Appeals, Debarments, Confidential Information, and Contract Disputes.

In order for the City to consider alternate products in the bidding process, please follow Arizona Revised Statutes §34.104c.
