We may provide a "Will Serve" letter for utility services based on existing system conditions and projected project demand.
To request a "Will Serve" letter, complete and submit the Will Serve Request Form below. Any accompanying documents, such as the vicinity map or site plan should be attached as PDF documents. Please allow 3-4 weeks to process your request.
Additional considerations for water service requests
Please be advised that a Will Serve letter does not serve as a reservation of capacity. Service connections are available on a first-come, first-serve impartial and non-discriminatory basis. Although water service capacity for the proposed project may be sufficient as of the date of the "Will Serve" letter, the City’s water service capacity may become inadequate to service a project if it is not timely connected. We reserve all rights to exercise discretion before allowing the extension or increase of the water and/or wastewater system.
Based on project demand, the project may be subject to the requirements for Multiple or Large Meter (MLM) Customers under Chapter 10 of Title 8 of the Mesa City Code, which will require submission of a Sustainable Water Service Application. The "Will Serve" letter does not constitute a determination of MLM eligibility.
We shall not have any obligation to provide water quality (chemical, physical, or biological characteristics) beyond the requirements of the Safe Drinking Water Act. Any specialized water treatment desired or needed to change the quality (chemical, physical or biological characteristics) of water provided by the City system (including but not limited to on-site storage) is solely the responsibility of the customer, at the customer’s sole cost and expense.
