What is the Summer Electric Assistance (SEA) Program?
- SEA is a residential utility assistance program for income-qualified customers residing in Mesa’s Electric Service Area and receiving electric service from the City (not SRP). SEA provides Mesa electric utility customers with limited short-term assistance for their electric bills during the summer months of July, August, and September. SRP customers please visit their website.
- SEA eliminates Mesa’s monthly service charge and usage charge for the first 80 kilowatt hours. SEA participants can expect to save about $18.50 on July, August and September monthly bills. Full participation could result in total savings of about $56.00. Actual savings depend on submission and approval dates and the total number of kWh consumed each month.
How do I qualify and apply?

Can I submit my application in person?
Yes. Please contact scott.clapp@mesaaz.gov for details.
How will I be notified regarding eligibility?
You will be notified by email or first-class letter regarding your eligibility status. The City’s determination of eligibility is final.
I did not provide all the information required in the application, will I still qualify?
No. Incomplete applications will not be considered until all supporting documentation has been received, and your income has been verified.
I turned in my application after the final application deadline. Can I get a credit to my bill?
No. Retroactive assistance for late applicants is not available. If you missed the deadline for the current year, you will have to apply next year if the program is available.
What happens if I move after enrolling in the program?
If you move out of Mesa’s Electric Service Area, your participation will be terminated and there’s nothing else you need to do. If your move allows you to stay within Mesa’s Electric Service Area, please notify the SEA program administrator, Scott Clapp at 480-644-6907 so he can make sure the SEA rate remains effective on your account.
Will there be another Summer Electric Assistance program next summer?
There is no guarantee of continued eligibility or availability beyond the current budget year. Availability of the SEA program rate is contingent upon Council’s yearly approval of the utility rate structure.
I participated in last year’s SEA program. Is there anything I need to do so I can participate again?
Yes. You will need to reapply for the program so your income can be re-verified. You should receive a new application form in the mail that you will need to complete, sign, and send back to us with the requested income verification documentation.
I am not a City of Mesa electric customer. Can I still qualify for the program?
No. Mesa’s SEA Program is limited to Mesa residential electric customers only. If you are an SRP electric customer, contact SRP at (602) 236–8888. Outside the Phoenix area, call (800) 258–4777 for information about their low-income rate.
